Do non-EU residents need to appoint a tax representative for VAT registration in Estonia?

Generally, nonresidents from outside the EU must appoint a tax representative approved by the tax authority for VAT registration in Estonia. However, an exception exists for residents of countries with a mutual assistance contract with the EU regarding administrative cooperation and VAT-related matters.
