How can one submit a notice of economic activities for education in Estonia?

Notices of economic activities can be submitted by either digitally signing and emailing them to the Ministry of Education and Research at hm@hm.ee or electronically via edu.ee. Additionally, organizers of education must publish information and documents about their study arrangements and content on their websites.
